The steam traction-engine (LHS) has hauled the wagons to the customer’s residence for loading or unloading. They will then return to the railway station for onward movement by rail. Horses and men to manage them and load/unload had to be arranged for both ends of the rail portion of the journey. (Added 26.9.16): Such ‘trains’ of wagons are relatively or completely unknown now on roads in the UK.
